Lanzan iniciativa para reconocer buenas prácticas en el sector
En América Latina y el Caribe, los programas de protección social, incluidos los programas escolares, representan un poderoso punto de entrada para la programación transformadora. En toda la región, los programas nacionales de alimentación escolar llegan a 85 millones de personas. La investigación formativa ha sido esencial para informar a estos programas. La investigación ha proporcionado una sólida base de pruebas para mejorar el diseño y el despliegue de los programas, haciéndolos más relevantes y accesibles para las comunidades y, por tanto, más eficaces.
La investigación formativa nos ayuda a comprender mejor los intereses, atributos y necesidades de los diferentes grupos de población y miembros de la comunidad. Facilita la comunicación bidireccional con las comunidades, permitiendo una comprensión más profunda del contexto en el que funcionará un programa y garantizando que las comunidades participen desde el principio en el codiseño de los elementos del programa.
Este documento presenta dos ejemplos de investigación formativa llevada a cabo para informar el diseño y desarrollo de los programas escolares del PMA en Colombia y Haití. El ejemplo de Colombia demuestra cómo un programa de alimentación escolar puede utilizar la investigación formativa para buscar formas de abordar cuestiones adicionales o emergentes, como la prevención de la discriminación. El ejemplo de Haití pone de relieve la importancia de identificar las normas sociales y las desigualdades relacionadas con el género antes del diseño de un proyecto.

This column for CIPER detects at least three tensions that hinder their effectiveness in the current spaces for collective participation within schools and colleges in Chile. Thus, these end up being “victims of their circumstances, which in one way or another end up degrading their scope, sustainability or impact”, the authors diagnose.
It is one thing to think that participation is good per se. It is another to say that spaces for participation are relevant. But all this is different from the fact that such spaces exist; and that, if they do exist, they imply and facilitate effective participation in decision-making. Last June 1, the Education and Culture Commission of the Chamber of Deputies approved a series of amendments to the General Education Law (LGE), among which is included the indication that mandates the existence of School Councils in all schools in the country, regardless of their type of financing.
This is a substantial step towards the creation of conditions for the participation of educational communities in the decision-making and governance of their schools and colleges, and opens the debate on what we mean by effective participation, and what are the conditions that must be developed for such participation to occur and have an impact on the governance of educational institutions. In a previous column [see CIPER, April 2022: “The link between civic education and school violence”] we exposed the relevance of incorporating civic education for democratic socialization. On this occasion we will review whether the discourses and approaches on participation and deliberation have a concrete manifestation in the structures and mechanisms that have been generated within the educational systems.
